Flat ground is easier to build on and harder to drain. On a slope, water at least wants to leave. On level ground it sits, and Piedmont clay absorbing at around half an inch an hour means it sits for a while. The tool that solves it is grading rather than pipe: shaping a fall into ground that has none, and giving the water a route to somewhere it can leave without doing damage. Yards that stay soft for days rather than hours are the ones that want subsurface interception instead.

On flat ground the useful part of that is cycle-and-soak scheduling, because water applied faster than clay can take it simply sits.
